Whenever Tax Day approaches, I end up thinking about where that money goes, and what it buys, and whether I really wanted any of it.  Increasingly, it seems to me that the larger the governing jurisdiction, the less democratic it is, and the more despairing I am of having any influence over it.  More than any other realm of policy, the way we build our cities — and thus our buildings and our transportation systems — influences our energy use and other impacts on the world around us.  Land use is nominally controlled by local government (city planning boards, zoning commissions, etc).  However, in many important ways the actions that local governments can take are limited by the state and federal policymakers.  In particular, they’re limited by what they can get funded.  The large jurisdictions take your tax dollars, and then set up hoops for small jurisdictions to jump through in order to get it back.  This leads to an unfortunate homogeneity of policy, and discourages experimentation, or even imitation of things known to work in other places.  At best you end up playing accounting games, doing things like building bike paths with federal flood mitigation money.

The Selfish Automobile

A good overview of the cost of cars in terms of money, space, and time at Planetizen. Transportation costs are already unaffordable (>20% of household income) for the lowest income 40% of the US, and drivers only pay a minority of automotive costs directly.  Over the last half of the 20th century, the proportion of household income dedicated to transportation doubled.  Cars use ~20x as much spacetime (s*m^2) as bikes for the same commute, and ~200x as much as a pedestrian.  Interestingly the direct car costs mentioned are only about half what AAA estimates ($4100 vs. $8500 per year).

What can we do about the Arab revolutions?

It’s frustrating to feel like nothing you do matters.  In isolation, we have very little effect on the world.  It’s only in aggregate, by organizing with other people that large changes — social chain reactions — can happen.  Sometimes it’s done purposefully, as in the case of universal suffrage or the civil rights movement.  Sometimes we don’t even realize what we’ve been organized to do, as with our present efforts to terraform the Earth.  A few weeks ago I was completely absorbed by the uprising in Egypt.  I don’t watch live video much (and no TV), and I was glued to Al Jazeera, and temporarily subscribed to a dozen actively twittering people in Cairo.  Then my sister sent me a link to a live hummingbird cam, which was jarringly disconnected from what I’d been immersed in, which looked more like this:

Education will not be fixed, it will evolve

It seems like there have been calls to “fix” our education system in the US for decades.  The Apollo program’s Saturn V engines were largely built by young engineers and scientists.  Their educations were influenced by the Sputnik-inspired National Defense Education Act of 1958, which despite its codified McCarthyism was probably a good thing.  Those kids of my parents’ generation were probably also directly inspired by Sputnik, and the Amazing Stories of Arthur C. Clarke and Isaac Asimov.  Even my Seventh Day Adventist dad wanted to study physics in college, until he encountered the associated math.

If it takes a Sputnik moment to “fix” education, we may be out of luck this time around.

This burst of attention to (and funding for) science and mathematics education was, like the entire Apollo program, the product of a nationalist fear that we were “falling behind” the Soviets.  Despite Thomas Friedman’s ongoing attempts to frame China’s production and adoption of clean energy technologies and as a modern Sputnik Moment, I doubt it’s in the cards.  Not without some pretty dramatic focusing moment, and not without exiling the fossil fuel industries from US politics.  It’s also just not the same kind of story as your newly atomic ideological arch nemesis lobbing rocks over your territorial boundaries, well out of reach.  We will not be terrified by China’s solar panels, nor even, it seems, by their monopoly on the production of rare earths.

Do Roads Pay for Themselves?

A study from the US Public Research Interest Group (PDF) on transportation funding the US.  The short answer is that only about half of highway funds come from “user fees” like the gas tax and vehicle registration fees.  The rest is payed out of bonds, property taxes and other government revenues.

Sprawl at the Gates

Boulder County is slowly being invaded from the southeast and it’s not clear what we can do about it.  Sprawling development is (still) the order of the day in Broomfield, Weld, and Jefferson Counties, and it looks set to generate a lot more trips through Boulder County in the coming decades.  Personally, I’m praying for $8 gasoline.

A summary of research looking at how road infrastructure is funded (PDF) from VTPI.  Only about half of road funding comes from “use” fees like the gas tax and vehicle registration fees.  The other half comes from general tax revenues.  Ultimately this means that non-motorized road users, whose impacts on road infrastructure are very low, overpay significantly and end up subsidizing motorists.
