All Transportation Infrastructure is Development

A good post from Fort Worthology on the perils of continuing to build late-20th century sprawling car-centric cities, and the fallacy that transit/bike/pedestrian infrastructure is a “handout for developers” while highways are not.  All public infrastructure — especially transportation infrastructure — has consequences for developers, and economic development, and you get the development you build your transportation systems for.  Who wants to be the next Detroit?  Who wants to continue supporting the petro-dictators?  Not me, thanks.

Whenever Tax Day approaches, I end up thinking about where that money goes, and what it buys, and whether I really wanted any of it.  Increasingly, it seems to me that the larger the governing jurisdiction, the less democratic it is, and the more despairing I am of having any influence over it.  More than any other realm of policy, the way we build our cities — and thus our buildings and our transportation systems — influences our energy use and other impacts on the world around us.  Land use is nominally controlled by local government (city planning boards, zoning commissions, etc).  However, in many important ways the actions that local governments can take are limited by the state and federal policymakers.  In particular, they’re limited by what they can get funded.  The large jurisdictions take your tax dollars, and then set up hoops for small jurisdictions to jump through in order to get it back.  This leads to an unfortunate homogeneity of policy, and discourages experimentation, or even imitation of things known to work in other places.  At best you end up playing accounting games, doing things like building bike paths with federal flood mitigation money.

Thoughts on the TVAP and Junction Place Village

Boulder Transit Village Before and After

Boulder has about 100,000 citizens, and about 100,000 jobs.  Of course, a lot of us aren’t working.  Some of us are climbing bums; some of us are four years old; and some of us are climbing bums staying home to take care of four year olds.  50,000 people commute into Boulder every day to work, and about 10,000 leave the city to go work somewhere else, for a net influx of roughly 40,000 workers, making up for those of us too old, young, lazy, or busy to have a so-called “real job.” (The kind you tell the IRS about).  That’s a lot of people moving around, and a lot of lonely driving, since around 2/3 of those commuters are in single occupancy vehicles.  If only there were more places to live in Boulder, especially more places that service employees could afford, maybe so many people wouldn’t need to move around.  This is how the story goes anyway, and while it’s not quite that simple, I think it’s close to true given the 5:1 ratio of in vs. out commuters.

One of the few remaining large tracts of low-density land within Boulder’s borders is the light industrial area between 30th St. and  Parkway, straddling the Pearl Parkway, between Valmont and Arapahoe.  The northern portion of that area is now slated for redevelopment, following the 2007 Transit Village Area Plan (TVAP).  The general idea of the plan seems to be to create an eastern downtown locus, and to eventually have an urban spine running through central Boulder along Pearl St. and Pearl Parkway, from 9th St. all the way out to Foothills Parkway, and to ensure that transportation within this urban core is functional by de-emphasizing the use of private cars and providing excellent connectivity to the rest of the city via transit, foot, and bike.  Additional regional mass transit connections are also planned to this eastern core, including both BRT and rail.  As a human powered urbanist, this idea sounds great to me, and much better than the ocean of asphalt and big boxes that 29th St. unfortunately turned into.  I’d love for Boulder to accept the role of being a small city rather than a big town, while aggressively enforcing the existing well-defined geographical boundaries, and avoiding high-rise buildings.  If we can pull that off, then we will have an interesting, beautiful city of intrinsically human scale, and I can’t think of a nicer kind of place to live.  I haven’t been around for the years of debate leading up to the present situation, instead being preoccupied with graduate school, and unsure whether I would be staying long enough to actually see anything actually get built.  But now I plan to be here, have the time to pay attention, and am interested to see what happens.

Notes on Biking in Pasadena

As several other people also pointed out, a big problem with Pasadena’s bikeways currently is that they pay very little heed to which roads are actually pleasant and safe to ride on.  Here are some notes on the routes I use, and avoid.  I’m an experienced cyclist, and have always used a bike as my exclusive mode of transportation (didn’t get a driver’s license until I was 25…).  I live at 200 S. Parkwood Ave. (near the intersection of Del Mar and Allen).

  • First annual Letter from the Gates Foundation – I hate Microsoft, but in the great American tradition of evil corporate fortunes being given back to good causes, the Gates Foundation works on some difficult, important, and interesting problems. I've been curious exactly how and why their focus on population has faded away over the last few years. Not sure this letter (suggested by and modeled after Warren Buffet… who doubled their endowment last year) really answers that question. I get the feeling that the change is partly for PR reasons – that they remain focused on the issue, but don't think it's really productive to make that statement prominently.   • WRI on Bus Rapid Transit v. Light Rail – Given the difference in cost, I really don't understand why BRT doesn't get more consistent consideration in transportation planning.   • Bill Gates unplugged – Talked about two problems: malaria, and lousy teaching in America.   • Dumping the Refrigerator for a Greener Planet – Well of course I *could* do without a fridge if I wanted to, but why not just get a super-efficient one, or understand better what *actually* needs refrigerated, or design a fridge that takes advantage of the outside temperature for condensing or evaporating coolant, or build an insulated north-facing root cellar into your earth-sheltered house, or use a zeer evaporative fridge, etc. Story seems a little one dimensional. Denver RTD: ditch Amtrak people at Union Station

Dear Denver RTD,

I had the pleasure yesterday of riding my bike 19 miles from Lakewood to downtown Denver almost exclusively on cycling paths, all the way to Union Station, where I intended to catch a BX up to Boulder. I understand you are in the process of re-developing the old rail station to be a major multi-modal transit hub for the city, with a great deal of high density mixed use transit oriented development in the vicinity.  So far, it looks absolutely great, and I applaud you for working with the city and developers to continue central Denver’s urbanization in an intelligent way, and make long term investments in non-automotive transportation infrastructure for the region.  I am considering re-locating to the Denver area from Southern California when I finish my PhD, to work at the National Renewable Energy Lab in Golden, and the region’s excellent transit system is one of the reasons.  I prefer not to own a car or drive, for economic, fitness, and environmental reasons, and having high density mixed use developments and effective multi-modal transit options makes living without a car much more pleasant and convenient.
