California traffic signals should detect bikes

Hello Mr. Singh,

As a person who uses a bicycle as almost my only form of transportation, not being detected by traffic signals often makes me feel like some kind of outlaw, even though I am very explicitly operating my vehicle within California law. This difference between the letter and the implementation of the law contributes to the mistaken perception, by drivers, law enforcement officials and cyclists alike, that bikes somehow have both fewer legal rights and less responsibility to obey the rules of the road.

It has come to my attention that there is nobody on the California Traffic Control Devices Committee (CTCDC) who represents the interests of the non-motorized elements of traffic, though there are multiple representatives from the state’s automobile clubs. Under AB 1581 (now CVC 21450.5) bicycles are entitled to be detected by the devices that CTCDC oversees, but with no representation on the committee it seems unlikely that the decisions it takes will reflect our needs. Many other jurisdictions (e.g. Copenhagen, Denmark) that have decided to incorporate cycling meaningfully into their transportation networks have successfully solved the technical problems associated with detecting and directing the flow of bicycle traffic, and so I do not feel that “we don’t have the technology” is really a viable excuse. What we lack is the political will, and I think that having some direct representation of non-motorized traffic on the CTCDC would help facilitate finding that political will.

  • Pinko bastion spawns capitalist solution to solar financing – Boulder city/county passed the same kind of property-tax based financing of energy efficiency (and solar) improvements on the Nov. ballot too – modeled on Berkeley, but with enabling legislation at the state level (to avoid the kind of lawsuit Berkeley had to fight over whether or not they had the power to issue such bonds). The biggest worry I had in reading the Boulder initiative though, was that they had not yet come up with a good mechanism for ensuring that the improvements which were being proposed (more insulation, solar hot water, whatever) would necessarily save enough energy in order to justify the value of the bond being created. Hopefully they’ve fleshed that metric of value out much better by now (in both Boulder and Berkeley) and it’s not possible to abuse it… otherwise I suspect you’ll get deployment of faddish fixes (e.g. sexy-sexy PV instead of solar hot water, or better insulation, or super-windows, etc) instead of the best energy improvement per dollar invested.   • Campaign for a Car-Free Lincoln Park, Pt. 2 – A lack of car-free options for arriving at Lincoln Park, coupled with poorly lit, unsafe parking far away from the park's main attraction means everyone just drives their cars all over the park, on the grass. Across the street, the DMV has a huge parking lot which is totally unused after business hours, which is when the park gets the overwhelming majority of its use. Why not (gasp!) timeshare the DMV lot? Hopefully no small children have to get crushed by the marauding death machines for someone in the state and city government to take this idea seriously.   • FlyingConcrete – Beautiful biomimetic architecture. Curving vaulted ceilings and stairways. Rounded sleeping nooks and pillars like trees. Traditional rectilinear construction is so boring. This is lightweight concrete (cement with perlite, pumice, and other lightweight filler added instead of sand and gravel) laid up on a mesh that's been shaped such that when the cement hardens, it's a load bearing compressive structure.   • Drew Endy and Jim Thomas Debate Synthetic Biology – An unusually good discussion about the future of biotechnology, and maybe the only time I've ever really seen the "debate" format work, and elicit relatively thoughtful interaction. I think they're both dancing around the fundamental question though, of to what extent (if any) society even *gets* to make a choice on this topic.   • Stealing Commodities – Our infrastructure is (unwittingly) built around the assumption that the materials it is composed of are, and will remain, cheap, and not worth the trouble of stealing. If this assumption breaks down, copper power lines start disappearing from the desert, and iron manhole covers begin to vanish in the night. Problematically, the raw materials (even when valuable) are still only a small fraction of the value of the infrastructure, meaning replacement costs are high. If commodities were to remain "expensive" in the long run (i.e. worth stealing), how would we re-design our infrastructure systems?   • Dyson as Sociologist? Death Trains, Values, & Climate Action – Not sure I know quite what to make of Nisbet's take on Dyson. I agree that the catastrophe narrative is dangerous, and much prefer Richard Alley's precautionary point of view, but I really think Dyson is catastrophically wrong on this, and potentially dangerous as a figurehead, whether knowing or unknowing.   • Argentine economics and maker culture – An interesting and personal look at mass production vs. local/handmade goods based on currency strength and protectionist trade barriers. Where labor is cheap, the food and goods are often unique. Where it's expensive, you get mass production. Makes me want to bike S. America. Again. (tagged: economics argentina local money food )
  • China Out to Dominate in Electric Cars (and Why Not GM) – A short chronicle of GM's missteps toward electric vehicles, and China's long view of the same.   • Oregon’s mileage tax experiment – If you can imagine an America in which vehicle fuel economy increases with time (despite the fact that our national fleet today gets the same mileage as a Ford Model T), then eventually, funding road maintenance with a gas tax becomes a problem. Instead of taxing the fuel, you need to directly tax the road usage – miles driven, normalized by some kind of wear-and-tear factor for a given vehicle. Thus, the idea of a VMT (vehicle miles traveled) tax. Political suicide, you say, but it worked in this (politically insulated) trial in Oregon, and is going ahead gangbusters in the Netherlands and other nations, coupled with GPS enabled congestion charging, and time/location dependent parking fees, it could go a long way toward making personal transportation costs transparent and efficiently priced. No More Roads to Nowhere

It currently appears likely that the “stimulus” package to be passed as soon as congress reconvenes will dump tens or hundreds of billions of dollars into the budgets of the state transportation departments, because they’re the ones with “shovels in the ground” ready projects capable of mindlessly absorbing that much cash.  The problem is, those projects are all about cars, and the feds have virtually no oversight of where the money goes once it’s in the state DoT coffers.  This is a recipe for waste, not forward looking investment.  It is the worst of spending, for spending’s sake – which is what the “stimulus” is all about, let’s be clear – but if we’re going to spend for the sake of spending, why oh why can’t we also do it in a thoughtful way?  Because when there’s a crisis, it’s the ideas that are laying around, most accessible, that get implemented.  The plans that are on the books, ready to go.  The wishlists of those in power.

The High Cost of Parking at Caltech

Like Pasadena as a whole, Caltech’s population is growing, but we cannot expand geographically. This means both Caltech and Pasadena must increase density by building vertically or packing our buildings more closely together. Pasadena, much to the dismay of some long time residents who fondly remember the days when Orange Grove Blvd. actually passed through orange groves, now has six story live-work “transit oriented developments” sprouting up around the major business districts, within walking distance of the light rail. Similarly, Caltech has a new Chemistry building appearing between BBB and Noyes, a new Astronomy building where there used to be a surface parking lot next to Keith Spalding, and a new CS building rising up between Facilities and Avery House. Those new buildings will mean more people, and probably more cars, coming to Caltech every day.  They have to go somewhere, and our neighbors have made it clear to the City that parking them on the street is unacceptable.  Those new commuters will largely be parking in the recently completed subterranean garage under the athletic field.  However, this kind of solution to our parking demand has a cost, and I think we need to understand just how large it is in order to have a reasonable discussion about whether it’s the best solution going forward.

I am writing to encourage you to lend your support to the Complete Streets legislation (AB 1358) which has just cleared the state assembly.  Changing the built environment within our cities to accommodate non-automotive modes of transportation is a crucial step that California must take in reducing our per-capita greenhouse gas emissions, as well as helping our citizens to reduce their dependence on increasingly expensive foreign petroleum products.

As gas prices have risen, more people than ever in California are choosing to leave their cars behind, and explore cycling, walking, and public transportation options.  Unfortunately, all too often they discover that their cities have been designed and built with little consideration for those who are not driving.  I know, because I have been commuting by bicycle in southern California since 1993.

Complete streets aren’t just about cyclists though, they’re better for the elderly, and for children too, as well as those for whom car ownership, maintenance, and insurance are a significant economic burden.

I was recently disappointed when the LA Metro board refused to commit to spending a portion of the money to be raised by the proposed sales tax increase (measure R on the ballot this fall) on pedestrian and bicycle infrastructure.  Per dollar invested, pedestrian and cycling infrastructure moves more people to and from their destination than any other mode of transport.  The climate and topography of southern California are gentle, and ideal for cycling and walking, but apparently, our city planners will not invest in that infrastructure unless they have been mandated to do so by the state.  I hope you will help create that mandate by signing AB 1358 into law when it crosses your desk.

I want a city like this

Why is it that new housing developments in the US are filled with giant cookie-cutter houses crammed in next to each other, and burdened with ridiculous covenant requirements of lawns and four car garages, without a grocery store in walking distance?

Why can’t we have places like Freiburg’s Quartier Vauban?  (pictures on Flickr, and another, and another)  5000 people, and one main street with a speed limit of 30 km/hr, smaller side streets meant primarily for bikes and walking.  No parking on private property – all cars have to be stored in the structures at the margins of the development.  40% of the households have no car.  A light-rail connection to central Freiburg (which is all of 2 miles away).  600 on-site jobs of various kinds, including the grocery store that’s within walking distance of the entire community.  Lots of different kinds of (mostly smaller) living spaces.  Vegetable gardens and fruit trees.  Public playing fields and parks.
